Kazakhstan has achieved this goal with an enrollment ratio in primary education of 99% and 100% of the students starting at Grade 1 making it to Grade 5. Kazakhstan has adapted this goal to further its educational programme by focusing on secondary education as well. Assessments of their educational system are being made. While it has made progress, there are still issues regarding educational policies, quality of education, statistical support, institutionalisation, human resources capacity, and the financing of education which need to be addressed.
